Abstract
Background: Performance is an achievement of organizational goals that can be viewed as 'thing done'.
Human resources in this case the State Civil Apparatus (ASN) are important in the wheels of government
organizations, with competent ASN can provide satisfaction or excellence for government organizations.
Objective: This study aims to evaluate employee performance which is influenced by several factors. Method:
Qualitative research method with a case study approach was conducted at the Kwaingga Regional General
Hospital, Keerom Regency, Papua Province, involving 10 informants, data collection through in-depth
interviews and direct observation. Results: The results of the study indicate that salary factors affect ASN
performance in health administration services, in addition there is also good supervision that will be effective
for employee performance, well-organized administration will provide services but in terms of policy it is still
very much intervened from outside, a greater workload will affect ASN performance, and good relationships
with fellow co-workers will have an impact on good performance. Conclusion: The health sector must be free
from intervention for the benefit of a group of people so that health services run well.
